This predator (official police tow guy) has been staking out shopping center parking lot towing cars of CUSTOMERS. He stalks patrons who speak little English and will probably be too afraid to fight for their cars. According shopping center stores, they know nothing about this and have no contract with this guy. HE IS A TOW TRUCK DRIVER. Who gives him the right to stake out cars and choose who he sees fit to tow away? There are VEHICLE CODS that need to be followed. To the El Monte PD he is untouchable (their official tow guy). Assaulted filmer and took the phone. Police would not arrest him. SINCE THIS VIDEO WE HAVE DISCOVERED THAT THE PROPERTY MANAGER IS JACK DALTON, FORMER COP, AND CITY'S CHAMBER OF COMMERCE PRESIDENT. We have him on video stalking activists and saying he has nothing to do with Albert's Towing.
