Well, in general, One Piece is heavily inspired by DBZ. However, where they deviate is that One Piece is able to integrate DB elements (mostly Dragonball as opposed to Dragonball Z), while still maintaining an original plot and action elements. Naruto, unfortunately, fails to do that.

Oh! And don't get me wrong; Naruto isn't the worst anime of all time. Not by a longshot. However, keep in mind, IMO, there comes a point where tribute and ripoff overlap. Compare Goku, Naruto, and Luffy from One Piece. Naruto and Luffy are all tributes to Goku, but Luffy looks significantly different than Goku. ^_^
