A heat pump has a very high efficiency in raising the temperature of its gases. That does not mean you can take the exit heat and efficiently produce usable mechanical energy. The laws of Thermodynamics are such that the maximum efficiency is the ratio of the input temperature on the ABSOLUTE scale (not C or F) to the exit temperature. Therefore, the maximum efficiency of a mechanical power plant is around 50%. 100C steam will not be able to produce much power, certainly not 50%.
