Failed Medicare and Medicaid were proposed Democrat plans that are now bankrupt and failed. The Democratic majority in Congress existed at the later half of Bush's second term...when Fannie and Freddie failed after Democrat refusal for regulation. Under Republican majorities in the Congress, with Gingrich's implemented and now Pelosi disposed "Contract With America" the Democrats filibustered more than once actual health care reform proposed by the GOP Congress.
