The girl that "he," the main character, falls for is described as hot and smart because it is told through the viewpoint of the boy and he feels attraction towards her.
When we have a biased narrator, we, as the readers, only get to see what the narrator thinks of the people around him.
Even if there is fantastical physical description, anyone can agree that a boy in love tends to exaggerate things.
John Green has stated this in a few interviews in the past.
