No, they are only needed for running lights that are monitored by the car ECU/PCM that might indicate a bulb is burnt out (Ex: turnsignal, brake lights) Just the bulbs are needed for back ups and license plate illumination.

Quick question, I know resistors are optimal for turn signals, are they needed for small bulbs like license plate bulbs, or reverse bulbs?
