3 things are wrong
1-your rotors are possibly too heavy
2-all magnets need to be the same strength and lined up perfectly..
3-most important of all you need to use magnetic shielding...

Magnets have been aligned to oppose each other -
there are many ways to apply shielding ..this is just one way..

I am currently replicating the Larry Lawrence Jr magnet motor.. but I believe your design will have more torque.
