This is a clip from the hit Russian comedy Operation Y and Other Shurik's Adventures, directed by Leonid Gaidai. (Clearly whoever decided on the official English title spoke more Russian than English).
In this segment three bumbling criminals are preparing to stage a robbery, during which they must render a guard unconscious with chloroform and break open a lock with a crowbar. The trio is played by Yuri Nikulin (the guy with the crowbar), Georgy Vitsin (the guy with the chloroform) and Yevgeny Morgunov (the guy who's boxing).
Mostly, though, I just wanted to share my translation of the song, titled 'Постой, паровоз' in Russian.
Here are the lyrics:

The authorship of the song is hard to pinpoint. The music in the film is credited to Aleksandr Zatsepin, and no mention of the song is made in the credits. There are many early versions of the lyrics, some from as early as 1936. Supposedly those too are adaptations of even earlier songs. In 1996 one Nikolai Ivanovsky claimed authorship of the song, or at least of some version of it.
