I am not a particular fan of the police, but I must note that you were absolutely correct when surmising that idiot calling L.E.O.s the blue light gang. Pulling people over for doing 63 in a 45 is exactly why we have police. He was absolutely professional in his approach and explained that it was a request by the courts. Police Officers may be forgiven for colloquisms or mispeaking as well as citizens; I'm sure this guy doesn't believe that everything HE says is written in stone forever. Do your best, Officer, but don't argue with the ignorant.
