Necrontyr weren't a small people stuck on some small inhabitable planet, but rather a massive empire.
They no longer exist to simply harvest souls for the C'tan, but rather to rebuild to the former glory. Hell, they don't even serve the C'tan any more; rather, the former star gods are now effectively their slaves.
Each tomb world is a different independent faction now, with their own backstory and everything. While your average necrons are still a mindless faceless army, the higher-ranked leaders now actually have their memories intact, complete with their own personalities and everything, leading to different Necron Lords acting quite differently. Apparently the Blood Angels actually *allied* with necrons against a hive fleet, so yeah.
