I think the GroundBridge was left open in case of an emergency, given Starscream's means of operating his own Agenda, it could have easily been a trap for Optimus, Ratchet and Bulkhead, as such, leaving the GroundBridge open would give them an easy field for retreat.

Why do people assume that the third game MUST be on Earth?

FoC didn't even show the Transformers landing there, for all we know, the third game could detail the journey, and have them land on other alien worlds.
