The dot adds half the notes value to it. So, a dotted half note takes 3 beats in #/4. If you used a whole note, it would be taking 4 beats.
In a 4/4, a dotted half note and a quarter note would fill a measure.
In a 3/4, a dotted half note would fill a measure. As would two dotted quarter notes (each being 1 and a half beats).
