House Bill 5207: An Act Concerning Criminal Background Checks for Prospective State Employees, require state employers to make conditional offers of employment to individuals prior to inquiring past criminal convictions. Over 200,000 Connecticut residents have felony convictions according to Office of Legislative Research reports. Employers will still have to apply a reasonable and responsible due diligence standard based upon the job, the nature of the conviction, and public safety.
