The Substance Abuse Policy Research Program (SAPRP) is a $66 million Foundation initiative that focuses on analyzing and informing public and private policies aimed at reducing the harm caused by alcohol, drugs, tobacco, and multiple-substance use by encouraging experts in public health, law, political science, medicine, sociology, criminal justice, economics, psychology, and other behavioral and policy sciences to address issues related to substance abuse.

Professor Wagenaar provides a lot of very helpful information in a succinct presentation. My primary suggestion would be to array the research results in order of estimated positive effects on reducing DUI. Doing so would allow policymakers to focus on one or two key legislative proposals that must be enacted, since it may not be feasible to enact all of them. Thus, I would encourage Professor Wagenaar to identify the two most essential policies that are necessary for reducing DUI.

isn't it more of a bell curve where immediate lowering of the drinking age precludes an immediate rise in alcohol-related injury and deaths (18-21 yo's.) followed by an actual fall years later?
