The Night Watchman will use two primary attacks while you are fighting him; the Lamp Combo and the Sweep. The first two hits of the Lamp Combo can be blocked, so if you blocked or dodged the first hit, tap L to try to parry the second hit. Simply Dodge or jump backwards when he glows to dodge the Sweep.

After losing about 30% of his life, the Watchman will retreat and summon some Scavens to aid him. Use your Throwing Axes to take out the Flying Scavens quickly, and launch the ground Scavens and combo them in the air. Once they are dead, the Watchman will jump back in with a Neck Grip grab, if you are caught, break it by mashing B.

If you can land a Charged Throwing Axe on him, he'll be knocked down, letting you get some extra hits on him as he recovers. Reduce his health further and he will retreat again, calling more Scavens. Defeat them and he will come back (once again jumping in with a Neck Grip, jump away and Dodge in the air to avoid it).

Once you knock him down to about 40% health, he will use the Dancing Light attack. The light from his Lamp will chase you in a wave pattern; you must avoid it long enough for the Night Watchman to return. Run away from it until you understand the timing of its pattern and roll under it or jump over it when it gets close.

Keep reducing the Watchman's health and he will use this attack again, with the light speeding up each time. Eventually, you can finish him with a grab when his health is gone. Complete the QTE by mashing B, then pressing Y.
