Cunctos populos, quos clementiae nostrae regit temperamentum, in tali volumus religione versari, quam divinum Petrum apostolum tradidisse Romanis religio usque ad nuc ab ipso insinuata declarat quamque pontificem Damasum sequi claret et Petrum Aleksandriae episcopum virum apostolicae sanctitatis, hoc est, ut secundum apostolicam disciplinam evangelicamque doctrinam patris et filii et spiritus sancti unam deitatem sub parili maiestate et sub pia trinitate credamus. Hanc legem sequentes Christianorum catholicorum nomen iubemus amplecti, reliquos vero dementes vesanosque iudicantes haeretici dogmatis infamiam sustinere nec conciliabula eorum ecclesiarum nomen accipere, divina primum vindicta, post etiam motus nostri, quem ex caelesti arbitro sumpserimus, ultione plectendos.

Chcemy widzieć wszystkie ludy, które podlegają miłościwej władzy Naszej Łaskawości, żyjące w wierze, jaką przekazał Rzymianom Apostoł Piotr i którą głosi się tak jak niegdyś także dzisiaj, i którą wyznaje, jak każdy wie, papież Damazy i biskup Piotr z Aleksandrii (...) Nakazałem, żeby ten tylko, kto przestrzega tego prawa, mógł przybrać imię katolika, a wszyscy inni jako nierozumni i szaleni byli napiętnowani hańbą nauki heretyckiej. Winni oni spodziewać się przede wszystkim pomsty Bożej, a następnie naszej kary stosownie do decyzji, którą powzięliśmy z natchnienia niebieskiego.

Alle Völker, über die wir ein mildes und maßvolles Regiment führen sollen sich, so ist unser Wille, zu der Religion bekehren, die der göttliche Apostel Petrus den Römern überliefert hat, wie es der von ihm kundgemachte Glaube bis zum heutigen Tage dartut und zu dem sich der Pontifex Damasus klar bekennt wie auch Bischof Petrus von Alexandrien, ein Mann von apostolischer Heiligkeit; das bedeutet, dass wir gemäß apostolischer Weisung und evangelischer Lehre eine Gottheit des Vaters, Sohnes und Heiligen Geistes in gleicher Majestät und heiliger Dreifaltigkeit glauben. Nur diejenigen, die diesem Gesetz folgen, sollen, so gebieten wir, katholische Christen heißen dürfen; die übrigen, die wir für wahrhaft toll und wahnsinnig erklären, haben die Schande ketzerischer Lehre zu tragen. Auch dürfen ihre Versammlungsstätten nicht als Kirchen bezeichnet werden. Endlich soll sie vorab die göttliche Vergeltung, dann aber auch unsere Strafgerechtigkeit ereilen, die uns durch himmlisches Urteil übertragen worden ist.
