The U.S. Supreme Court has identified three distinct definitions of 'United States' in 'Hooven & Allison Co. v. Evatt'. If there are three different and distinctly independent "United States", then it follows that there are three different types of 'U.S. Citizen'. Your question is ambiguous and I don't consent to invite any presumptions upon myself. Which United States do you mean?
Should make for a little bit of fun with them. :-)
