It's a random police officer from the show, Adventures of Sonic the Hedgehog (AoStH). If you want to know the episode, it's called Road Hogs, cause it's the only episode this creepy guy is in.

Hershey was dressed up as Sonic in those 2 issues and she didn't know that. When she saw Sally climbing on the rope, the mask made her think she was seeing Snively and she cut the rope leaving Sally unconscious for a long time. I have no idea what you were saying about Sally disguised as Hershey or some random crap like that
